Anaheim Police Association President Rebuts Jose Moreno’s Attacks

In an interview last month on a local Internet show, District 3 Council Jose F. Moreno tapped into boilerplate identity politics narrative to paint the Anaheim Police Association (APA) as a suspect group that engages in dog-whistle bigotry (click here for more).

This prompted a powerful rebuttal from Edgar Hampton, the president of the APA, in a comment to our story:

Jose Moreno is a self-proclaimed academic. If you did not know this, just sit quietly in a room with him for five minutes or so and he will remind you. I find it fascinating that a man of letters so often refuses to simply look at the data provided, and base a decision or conclusion on the raw data.

Let’s look at what the Anaheim Police Association has done over the past four years:

The Anaheim Police Association worked with, not fought against, being the first Orange County police agency with body worn cameras.

The Anaheim Police Association works with, not against, the Office of Independant Review (OIR) a civilian oversight group.

The Anaheim Police Association has worked with, not against, the city for implementing the Police Review Board for the city of Anaheim.

And the Anaheim Police Association has worked with Major Incident Review (MIRT), an internal review of all major incidents to see what can be done better, OIR is present for this as well. The MIRT process is unique to Anaheim and several other agencies are looking to Anaheim for help in implementing a similar process.

All of these changes in policing may not have been a popular idea with our membership but it was understood that it was necessary to help close the gap in transparency and and trust for better community outreach. In all the meetings we had for these new policies I never had the pleasure of Mr. Moreno gracing us with his presence to provide any input. I am exhausted from this “Anaheim Police are racist” mantra being trotted out every time Mr Moreno needs a talking point. In 2017 our officers responded to almost 200000 calls for service and had less than 100 uses of force. I would put a 99.5% success rate up against any of our critics who claim we use force at an excessive rate.

Our 400 officer association is being led by me, an African American man who won his election by hundreds not 78 votes. To characterize our organization as fundamentally racist is insulting but I expect no less from a man who views me and my brother and sister officers as enemies. It should also be noted that our police manager association is also led by an African American President. Not bad for a racist organization bent on returning to the days of KKK members being on the job. But let’s not let facts get in the way of a good argument right.

Our association has backed political candidates from both sides of the aisle as evidenced by backing an openly gay democrat against Mr Moreno in his first election. I hardly think that constitutes a MAGA agenda. The bottom line is we are willing to work with any candidate who is willing to compromise and work together for the betterment of the city, county and state. Our endorsement record is absolutely open to scrutiny and any review would show that we don’t back any one candidate based on political ideology. Surely focusing on your successes as I did in the first paragraph would be more effective than a “don’t vote for the other guy” campaign. We eagerly await to hear those success stories.

    Edgar Hampton, President of the Police Association was one of the BIGGEST supporters to help west Anaheim. He is without a doubt, the most trustworthy officer I’ve ever seen. I personally had long conversations with him, and Jose Mireno, and he is 100% right about Moreno, except that I would add Jose Moreno is a her a, pompous, ignortant person who isn’t qualified for his position, no matter what degree. Anyone can earn a degree, it takes a caring person, with good judgement to lead Anaheim.
    Please, I beg you, do not vote for Moreno, EVER…he helped ruin west Anaheim. The proof is in his votes.

I support our police department but its not doing enough in our area . Where not anaheim hills . Thats the problem

      • Funny how you blame Anaheim Hills, just like other uneducated folks do. So easy to blame the “rich white folks”you’re jealous of….. We don’t see the police up here unless there’s a bad accident or a break in. The police are busy addressing crime in the business parks, tourist issues in the resort and responding to thousands of calls CITY WIDE to serve everyone. Nice try Samuel. Moreno hasn’t done well for the West Side or ANY side of Anaheim. Just check his votes and not his crazy self-serving lie filled agenda to get re-elected. Facts matter.

          I’m curious to when you say, do your homework. Being a college student interested in politics, I’ve read through this whole completely and have come to the conclusion that you, “NO-MORENO” people are just complete trash.

          Moreno has created some of the greatest youth programs and created new notification requirements for pub./priv. projects. He has my vote this November!

          • Do your homework by researching Jose Moreno’s voting history. Take a drive around District 3 and see how has failed “his” district. He was elected to represent District 3 and most in his district feel he has failed to do so. The DO NOT VOTE FOR JOSE MORENO have every right to VOTE HIM OUT.

      • Do your homework, Samuel. As it stands, you come off as biased and ignorant on facts surrounding Jose Moreno’s lack of accomplishments for his district and the City as a whole. From where I sit, in Anaheim Hills, he’s been nothing more than a troubling progressive activist that doesn’t have a lick of common sense or business acumen. You and others that support Moreno should be ashamed. You can’t be behind anything other than his name and ideology. This is America. I pray we say goodbye to Moreno.

All you have to do is take a drive in his district and that is enough to show that he is damaging for the good of his district as well as the rest of Anaheim. His district is a shambles.

  11. Millions, millons and millions of visitors come to our great city every year. Anaheim’s finest and bravest are doing an outstanding job of serving and protecting you, me and the millions of visitors that come to our city. As your next Mayor I fully intend to work with our City Council, state, and federal agencies to acquire the necessary funding to hire more police officers and adequately equip our Police Department. I am proposing an 8 year long term and short term plan for our police. We are demanding more and more from Anaheim’s bravest and finest, now it’s time for me and other candidates to do our best to support our women and men in our APD with action and not words.     I love our police officers that do an amazing job protecting us. Please vote Moreno out and don’t stop there. Remember that Rueles Jabbar Annemarie randle Trejo and Mike Matsuda are all in this together . They think they are the smartest people in the room and are destroying our community. I mention Matsuda even though he is not an elected official because Moreno tried to slip Mike into the city manager job last summer. For all his b.s. about kindness he has been brutal in chasing out all qualified voices of leadership in our school district and since he is in bed with Rueles and the small group of union leaders the majority of union members have nothing to do except drop out of the union.
